In the recent years, Italy, compared to other European countries, is making a huge progress on the digitization of business operations between private companies but also with the Public Administration.
The path began in 2014 with the introduction of the B2G e-invoicing obligation until today where companies are getting ready in order to fulfill the regulatory obligation of electronic invoicing between private business partners.
However, the year 2018 is not just the one of B2B e-invoicing. Based on the excellent results of the Purchasing Cycle Dematerialization project in Emilia Romagna Region, the Ministry of Economy and Finance decided to extend this process to a national level.
By the end of 2018, all Public Administrations of the Health sector must use a common and unique channel to transmit purchase orders: the Nodo Smistamento Ordini or better known as NSO. The electronic orders will be sent by the Public Administration, in the European PEPPOL standard format, and received from the suppliers through the same channel.
The order will not be the only document to be digitized. In fact, it will be possible to manage different types of messages, such as notifications of waste, delivery notifications, notifications of interview with the recipient and outcome notification.
This is an ambitious goal since the main purpose is not only reduced significantly the use of paper, but also digitize the Public Administration processes and systems.
On January, the MEF (Ministry of Economy and Finance) established a pilot project phase and TESISQUARE® plays an active part in this process. In fact, TESISQUARE®’s platform has already been chosen by various companies, in particular by pharmaceutical and biomedical firms, to complete the tests required by the Public Administration for the effective launch of the NSO channel.
What does it mean for the Public Administration in terms of benefits?
First of all, it involves greater efficiency, traceability and speed in the purchase cycle. With the digitalization of the purchasing cycle, the Public Administration will be able to verify in real time the orders sent and, consequently, monitor the costs of public spending with an effective decrease in waste. The monitoring will take place not only at the macro level but it will be possible to check the detailed expenditure of each health facility.
What does it mean for the Public Administration suppliers?
Suppliers can benefit from this improvement especially on the administrative / accounting management side. Electronic orders received from the Public Administration can be conveyed directly into the company ERP. This will help decreasing data entry errors, have a quicker order process management and the real time control of the entire delivery goods cycle in the health facility’s warehouse.
