Digital Revolution in the Shipment Processes in Turkey

E-Delivery Note application, which will become mandatory in Turkey in 2019, has its name rather frequently mentioned in recent times. According to the new draft communiqué published recently, the deadline is 1 July 2019 (You can see it by clicking on the Communiqué). In this article, we will try to explain the scope of e-Delivery Note, which has made a great breakthrough. First of all, delivery note is a document aimed at tracking the movement of any commodity. An electronic delivery note can be defined as the transfer of all physically prepared delivery notes into digital media.

You can apply e-Delivery Note without getting confused with complex definitions. The application is quite simple. Actually, the same rules for the paper delivery note apply to the e-Delivery Note. When we closely examine the delivery note, there are 2 types of delivery note.

  1. Transport Delivery Note
  2. Shipment Delivery Note

In other words, what we call e-Delivery Note is actually shipment delivery note.

Let’s start with a general definition of Shipment Delivery Note. It is a document that includes the information of the legal entities issuing and receiving the commodity, and the name, type and unit number of the material. The amount can also be written if desired. e-Delivery Note can be issued by both parties. This does not apply to e-Invoice. Only the party rendering the service issues the e-Invoice. In other words, if X Company sells a book, the invoice must also be issued by X Company.

Delivery Note Tracking Success Rate in Turkey: 3%

Actually, this is the starting point of e-Delivery Note. The purpose of the transition to Electronic Delivery Note is to track merchandise movements easily.  That is to say; to carry through what does not exist in Turkey today. Auditing the movement of goods in the Delivery Note, municipal police, traffic police, ministry of transport officers and gendarmerie will continue to carry out the same audit in the e-Delivery Note application. The only difference in this audit process is that it is integrated with tablets in the digital environment.

How to Send E-Delivery Note in Turkey?

Both parties must be registered in the system to send e-Delivery Note. However, if one of the parties is an e-Delivery Note user and the other one is not, e-Delivery Note cannot be sent. Delivery Note can be sent via e-Archive or paper (shipment delivery note).

How to Ensure Road Safety Audit in Turkey?

The Audit will be carried out with tablets. When you create your e-Delivery Note and click on >GİB’e gönder (send to GIB) button; a 2-digit barcode appears on the document. The entire audit will be made through this 2-digit barcode. In other words, at this point as a user, you will not make an extra effort.

It is available for instant access to the digital 2-d barcode on the delivery note and the delivery note sent to GIB. A radical change will not be able to made in a fast manner like any other field. For this reason, it is necessary to provide a copy of the delivery note to the vehicle for a sound audit process.

Well, What If the Delivery Place of the Good Does Not Have the Digital Substructure?

At this point, a paper delivery note can be issued. However, it must be transferred to digital media within 48 hours.

Success Response of GIB in Turkey is 30 seconds

Can the vehicle leave the warehouse before the success response from GIB? No. The vehicle cannot move without receiving a success response from GIB, yet you do not have to worry as the success response time is under 1 minute. Therefore, you will not lose time because of this procedure. So, you’ll easily get a success response while you’re sipping your coffee.

e-Delivery Note Rejection Scenario in Turkey

In the e-Delivery Note rejection scenario, the opposing party cannot refuse the delivery note after the shipment of goods is launched. That is to say; refusal can only be made if the actual shipment has not begun. If the vehicle has not yet departed, the incorrect/incomplete delivery notes may be canceled and re-prepared upon the recipient’s refusal, but the service provider cannot cancel the e-delivery note by itself. It must demand refusal from the opposing party. All scenarios refused after the actual shipment are null and void.
